The NaCN is not included in the priority list of the forthcoming EU REACH (registration, evaluation, authorization and restriction of chemicals) directive.
Gold leaching using CN is described as BAT (Best Available Technique). The following measures are proposed in the relevant document (1):

Reduce the use of CN (operational strategies to minimize cyanide addition, automatic cyanide control)

Destroy the remaining free CN prior discharge in the TMF

Apply safety measures (size the cyanide destruction circuit in a twice capacity than the actual requirements, install a backup system for lime addition, install backup power generators)
The INCO (SO2/air) process is used in all European sites to treat the slurry prior to discharge into the TMF (1).
The proposed limit of CN disposal in a pond system should not exceed 10 ppm in 10 years (now is 50 ppm) (2). The Perama Project limit is much strict than the proposed limit in the above EU directive (Article 13).
